Tennessee Highway Patrol Sargent Lowell Russell, began as a Monroe County Deputy in 1995 the THP in 1998. Degree in Criminal Justice from Roane State and graduate of 3 police academies, basic at Cleveland State, THP academy and TBI academy. Promoted to SGT in 2007 in the office of professional Responsibility (aka Internal Affairs). Transferred home in January 2011 to the midnight shift supervisor in the Knoxville District until being hit by the tractor trailer March 13, 2012.
